Amid Government Spending Fight, Congressman Pat Ryan Proposes Legislation to Protect Medicaid and Lower Costs by Eliminating the SALT Cap

Trump’s budget mathematically requires catastrophic cuts to Medicaid, potentially as high as  $880 billion; Ryan’s amendment would prevent those cuts from taking place

More than 244,000 people in NY-18 – including over 100,000 children and 22,000 seniors – rely on Medicaid

Ryan also proposed legislation to eliminate the SALT cap – blatant double taxation on Hudson Valley families put in place by Trump’s 2017 tax bill 

WASHINGTON, DC  –  Today, during a House of Representatives hearing on the upcoming government spending bill, Congressman Pat Ryan proposed legislation to protect health care and lower costs for Hudson Valley families. He offered an amendment to fully remove the SALT cap and end double taxation on hardworking teachers, firefighters, police officers, and others across the region. Ryan is pushing legislation that prevents cuts to Medicaid, protecting health care for the more than 244,000 people, including more than 100,000 kids and 22,000 seniors, who rely on the program in NY-18. This is in response to the Trump-endorsed Republican budget which  mathematically requires a massive cut to Medicaid – up to $880 billion. “Lowering costs for Hudson Valley families is my top priority. Folks are getting crushed by the affordability crisis; what they need is relief – not to lose healthcare and get hit with blatant double-taxation,” said Congressman Pat Ryan. “I’m pushing to lower taxes and fully protect Medicaid for Hudson Valley families, and I’ll continue using every single tool at my disposal to deliver.”

Protecting Medicaid: No reduction to funding of the Medicaid program or to any benefits received by recipients of Medicaid may be made by this Act.

Eliminating the SALT Cap: The limitation on the amounts available to be claimed as State and local tax deductions to Federal income tax liabilities shall be eliminated.

The Republican Reconciliation bill would cut nearly a trillion dollars from Medicaid to fund tax cuts for the top 1% richest people in the country. In NY-18, that would mean threatening access to health care for more than 244,000 Medicaid recipients, including more than 100,000 children and 22,000 senior citizens. Ryan has also condemned House Republicans’ past proposals to cut safety net programs like Medicaid, SNAP, and funding for veterans exposed to toxic burn pits.

Since his time serving as Ulster County Executive, Ryan has fought to eliminate the SALT cap and restore the SALT deduction. In February 2023, Congressman Ryan joined with colleagues to establish the bipartisan Congressional SALT Caucus for the 118th Congress. The Caucus is on the forefront of efforts to restore the SALT Tax deduction to provide significant relief for Hudson Valley families from unfair double taxation. Ryan cosponsors the SALT Deductibility Act and has repeatedly made it clear that he is a staunch champion for eliminating the SALT cap.
