Project Description/Justification for Use of Taxpayer Funds: The funding would be used for critical upgrades to the Orange County Emergency Operations Center (EOC). The project is an appropriate use of taxpayer funds because it will enhance Orange County’s ability to prevent, mitigate, and respond to threats in the local community.

Project Description/Justification for Use of Taxpayer Funds: The funding would be used to enhance Ulster County's public safety capabilities through the construction of a new Emergency Operations Center. The project is an appropriate use of taxpayer funds because it directly enhances public safety infrastructure, ensuring that Ulster County is better prepared for emergency situations, saving more lives and reducing the economic impact of disasters.

Project Description/Justification for Use of Taxpayer Funds: The funding would be used for the purchase of a pumper fire apparatus for the Port Jervis Fire Department (PJFD). The fire department’s current pumper is over 20 years old and is aging. The project is a valuable use of taxpayer funds because it will maintain the reliability of the Department and enable the PJFD to continue responding to an increasing number of emergency calls, protecting public safety.

Project Description/Justification for Use of Taxpayer Funds: The funding would be used to fund body-worn cameras for the corrections officers at the Orange County Jail. These body-worn cameras will create a comprehensive system of accountability for correctional officers employed at Orange County Jail and protect correctional officers and staff, in addition to those in the care and custody of the jail. The project is an appropriate use of taxpayer funds because the use of body-worn cameras at Orange County Jail will help to reduce use-of-force incidents and injuries to corrections officers, staff, and those incarcerated while ensuring the safety and accountability of all parties.

Project Description/Justification for Use of Taxpayer Funds: The funding would be used by the Dutchess County Sheriff's Office for upgrades to the office's Analysis & Real Time Crime Intelligence Center. This would elevate the efficiency and responsiveness of policing in the county through the procurement of cutting-edge intelligence gathering, analysis, and sharing equipment, in addition to communication equipment. The project is an appropriate use of taxpayer funds because it will aid police in reducing violent crime and creating a safer community for law enforcement officers, residents and visitors.

Project Description/Justification for Use of Taxpayer Funds: Dutchess County is developing a consolidated two-way public safety radio system. The funding would be used for the procurement of 440 new law enforcement radios, replacing dated systems while streamlining and consolidating communication across local law enforcement entities. The project is an appropriate use of taxpayer funds because it will dramatically improve public safety communication infrastructure, ensuring stable communication and real-time response across the whole of the county.

Project Description/Justification for Use of Taxpayer Funds: The Water Treatment Facility Project - Construction Phase funding would be used to construct a water treatment facility that is critically important to provide safe and reliable drinking water to the community. The project is an appropriate use of taxpayer funds because it will ensure that the community has an adequate supply of drinking water that is safe, reliable, and free of contaminants as it transitions to a new water supply source.

Project Description/Justification for Use of Taxpayer Funds: The funding would be used for phase two of a raw water line replacement. It is needed to replace an aging and compromised raw water main with a new, larger line to maintain the integrity of the water system. The project is an appropriate use of taxpayer funds because it will allow the City of Middletown to continue to meet the community’s need for a safe and adequate supply of drinking water.

Project Description/Justification for Use of Taxpayer Funds: The funding would be used to continue major improvements to the solids handling facilities at Cornwall’s Shore Road sewer treatment plant, which is the Town’s largest sewer district treating up to 1.5 million gallons of wastewater per day. The project is an appropriate use of taxpayer funds because it will support desperately needed upgrades to facilities that stopped properly functioning in 2010, protecting the community’s water quality while maintaining adequate service.

Project Description/Justification for Use of Taxpayer Funds: The funding for Arlington Fire Station 4 Functional Upgrades would be used for renovations and capital improvements to the 50-year-old fire station building, including renovations to create separate sleeping quarters for men and women firefighters, expanding the truck bays to accommodate larger, modern fire apparatuses, and installing proper shower and decontamination facilities for on-duty firefighters. The project is an appropriate use of taxpayer funds because these necessary renovations will provide firefighters adequate quarters, and ensure crucial upgrades that will enhance firefighter response time and capacity.

This project would address identified structural defects to the main floor, as well as improvements to the building envelope. The project is an appropriate use of taxpayer funds because the renovations will promote energy efficiency of the fire station and enhance firefighter response time and capacity.

Project Description/Justification for Use of Taxpayer Funds: The funding for the Rondout Riverport Shoreline Stabilization would be used for the reconstruction of a failing bulkhead along the Rondout Creek, the location of the City’s Waterfront Business District. This will provide public access to the waterfront and create a public walkway connecting new housing developments, local businesses, and a paved recreational trail. Additionally, if the bulkhead is left to continue deteriorating, several structures will be lost due to the collapsing seawall. The project is an appropriate use of taxpayer funds because it will support economic growth by making the business district more accessible and ultimately increase traffic to the area.

Project Description/Justification for Use of Taxpayer Funds: The funding for the South Blooming Grove Sidewalk Installation project would be used for sidewalks in various locations in the village The funding would be used for construction and installation of sidewalks throughout the Village of South Blooming Grove. This project is an appropriate use of taxpayer funds because the densely populated village currently has no network of sidewalks. The absence of sidewalks poses enormous safety concerns to the large percentage of village residents that lack access to motor vehicles and rely on walking or public transit to commute locally. This project would significantly improve pedestrian and vehicular safety in the community.

Community Project Funding Requests (CPF)
Last Congress, the House Appropriations Committee announced a new Community Project Funding initiative to allow Members of Congress to target federal funds towards projects and programs that will address the most significant needs facing the communities they represent. Only state, local, and tribal governments; publicly owned entities (e.g. ports, universities, PUDs, etc.); and eligible non-profits are permitted to request Community Project Funding.
One notable change is that non-profits are no longer eligible for Community Project Funding in the Economic Development Initiative (EDI) account. Institutions of Higher Education are still eligible.
Each project account must meet the specified eligibility and/or matching requirements. This is a highly competitive process as our office can only select a limited number of requests for submission to the Appropriations Committee. The Committee will ultimately decide which projects move forward.
